How to change, who are working/looking on file from 'another

Hello,

In my company i have people who working on one file. Often is alert about:

"(...)File is locked for editing by 'another user'."

How to fix it to check who really use the file?

I won't check this like administrator, i want this information in this alert or some script/program for normal users.

I have office 2007 and 365.

I do not want use Review mode.

Any idea?
